Selling cosmetics in Saudi Arabia: what SFDA registration actually requires
A practical breakdown of the documents a Chinese factory can supply, and the steps only your local responsible person can complete.
Saudi Arabia is one of the highest-value beauty markets in the Gulf, and one of the most document-heavy. The good news: most of the file is technical, and a well-organised factory can prepare it.
What the factory supplies
- Manufacturing licence and GMP-related site information
- Full ingredient list with INCI names and percentages where required
- MSDS and COA per batch
- Stability data, including accelerated conditions
- Free-sale certificate support and manufacturing declaration
What your local entity supplies
Product notification through the SFDA system, the responsible person established in Saudi Arabia, Arabic labelling approval, and the conformity declaration. A factory outside Saudi Arabia cannot file on your behalf.
Label traps to fix before printing
Arabic is mandatory on the retail label. Batch number, production and expiry dates must be legible after filling, and the manufacturer name and address must match the licence exactly. Fixing a label after printing is the most expensive mistake in the category.
