China sunscreen licence 国妆特字 20262472: what it proves, and what it does not
In China, sunscreen is not a cosmetic you notify — it is a cosmetic you register. That single fact eliminates most of the factories you will find on sourcing platforms, and it is worth understanding before you send an RFQ.
The short answer: a 国妆特字 registration number means a specific sunscreen formula has passed efficacy and safety review and may be legally manufactured and sold in China. It does not mean the factory can make any sunscreen formula, and it does not transfer to your brand.
Two categories, two very different bars
Chinese cosmetics sit in two tracks:
- Ordinary cosmetics — notified (备案). The manufacturer files the product information and may produce. Most skincare, hair care and body care is here.
- Special cosmetics — registered (注册). Sunscreen, whitening, hair dye, permanent wave and a small number of others. Registration requires efficacy testing, a safety assessment and review before production.
Sunscreen sits in the second track. A factory with only ordinary cosmetics notification cannot legally produce it, no matter how good its filling line is.
What registration actually requires
- SPF and UVA efficacy testing on human volunteers, to the methods the authority recognises
- A full safety assessment of the formula, including the UV filter system and its concentration limits
- Manufacturing qualification — the product must be made at a licensed site
- Review and approval before the number is issued
The consequence is time and money. Registration is measured in months, not weeks, and the cost is not recoverable if the formula fails. This is precisely why the number is scarce.
What the number proves
Registration number 国妆特字 20262472 certifies that a defined sunscreen formula has met the efficacy and safety requirements for the Chinese market, and that the manufacturing site is qualified to produce it.
For a buyer, that translates into three concrete things:
- The factory has already been through the efficacy testing process, so it knows what an SPF report has to look like
- The factory has a UV filter supply chain and a formulation capability that survived review
- The factory can legally manufacture sunscreen, which most of its competitors cannot
What the number does not prove
Three limits worth knowing before you rely on it:
- It is formula-specific. The registration attaches to a defined formula. Change the UV filter system, the concentrations or the base, and the registration no longer covers what you are making.
- It is market-specific. It satisfies the Chinese requirement. Saudi SFDA and UAE authorities have their own requirements, and a Chinese registration is supporting evidence, not a substitute.
- It is not yours. The number belongs to the licence holder. If you want your own registration in your own market, that is a separate filing under your entity.
What to ask any factory that quotes you sunscreen
- Do you hold a sunscreen registration, and what is the number?
- Which formula does it cover, and how far can my formula deviate before it stops applying?
- Who performs the SPF testing, and to which method — in vivo or in vitro?
- Can you supply the efficacy report and the safety assessment for my market’s filing?
If the answer to the first question is vague, the rest do not matter. A factory that can make sunscreen will answer with a number in the first sentence.
FAQ
Can a factory without a sunscreen registration still make sunscreen for export?
Export rules depend on the destination market, but the Chinese registration is what establishes the manufacturing qualification. Ask for it directly.
Can I use your registration for my own brand?
No. Registration attaches to a formula and a licence holder. What we can do is manufacture to a formula covered by our registration, or support your own filing with the technical file.
How much can I change the formula before re-registration is needed?
Any change to the UV filter system or its concentration is a new registration. Minor changes to non-functional ingredients are assessed case by case — ask before you commit to a formula.
Does this help with Saudi or UAE registration?
It helps. It is supporting evidence of efficacy and manufacturing qualification, but each market files under its own rules and its own local entity.
